THE DAY OF EUROPE IN SUBOTICA

Every since the 9th of May 1985 we celebrate the day of Europe, 2010 marks a special date the 60 years anniversary of  the Schuman declaration. On that date most of the majors cities in Europe organize events to celebrate it.

The Local democracy Agency in cooperation with the City of Subotica has been co-organising it, for the past six years. The purpose of this event is to bring a closer view to the citizens via informing them on the different perspectives it can offer while becoming a member state.

This year the event was held on the 7th of May under the project »Local coalition for EU integration«, supported by Institute for sustainable communities and USAID. It was supported with promotional materials by the embassies of Austria, Netherlands, Belgium, Spain, Finland, Sweden, Danemark, Germany, Poland, Romania, and France as well as the two local consulates of Hungary and Croatia and the Delegation of the European Commission in Belgrade. During the day, the citizens were able to inform themselves through promotional brochures regarding the countries, and to check their knowledge on the European Union via a survey.  Furthermore the citizens could contribute to the ‘Tree of Europe’. Visitors wrote their opinion on Europe on piece of paper and added it as an extra leaf to the tree made at Trench festival by Local democracy agency volunteers, and took part in a survey regarding advocacy action on establishing Eu policy officer. To be closer to the future generations and to kids, LDA Subotica team had prepared quizzes and puzzles to learn about Europe through games.

Training seminar in Bac (held on Wednesday, 27th January 2010., in the premises of the Tourist organization) was being prepared in close collaboration with the municipal department for economic development and locally coordinated by the municipal Tourist organization (Mr. Nikola Banjac, manager). The proposed Agenda included: introductory notes and background information on the project objectives, introductory notes on the process of decentralization in Serbia – municipal competences with special emphasis on local economic development, harmonization with the European standards of local self-government. Agenda also included the introductory presentation on EU regional policy and new EU IPA financial instrument 2007-2013., with emphasis on cross-border co-operation programs and available opportunities for the local governments.

28th January 2010.

Training seminar Novi Becej (held on Thursday, 28th January, city hall conference room) was organized following the same agenda as in Bac. The senior trainer and expert was Mr. Aleksandar Popov, Director of Centre for regionalism, Novi Sad. Presentation of the main project objectives, as well as on the activities envisaged was given by Ms. Olga Perusic, Delegate of Local Democracy Agency.

Meetings, consultations and communication with experts, partner organization, in drafting the Recommendations for the municipalities included in project: Apatin, Kikinda, Kovačica, Novi Bečej, Bač and Subotica. The recommendations should be drafted as one of the main advocacy tools for achieving the final objectives of the action – to establish the function of EU policy officer.

Finalizing, editing, publishing the CD with Recommendations, project background information, training program contents. Preparation of visibility activities in respective municipalities, communication and visits to the target groups of the advocacy action.

11th December 2009.

On behalf of local government introductory presentation was made by Ms. Jarmila Cendic, Head of municipal administration, project main objectives were presented by Mr. Milan Bosnjak, LDA team member. The training sessions were conducted by Mrs. Nadia Cuk Skenderovic, expert.

This seminar gathered more than 40 participants, representatives of local government, neighborhood community centers, municipal institutions and NGO-s.

The conference gathered around 40 participants from the municipalities included in the action, host city of Subotica, NGO-s, local media representatives. After the presentation of the project’s main objectives by Stanka Parac Damjanovic, Director of LDA Subotica, the key note speeches were delivered by: on behalf of the Mayor of Subotica, Mr. Slavko Parac, vice president of the City Assembly of Subotica. He informed about the ongoing efforts to strengthen the capacity of the city administration to meet the challenges of modernization in providing services to citizens and to better coordinate the work of different departments to more successful utilization of present and future EU funding opportunities intended for local self-governments in Serbia. Mr. Laslo Varga, Member of Serbian Parliament, president of the Parliamentary Committee for EU integration spoke about the recent initiatives to reinforce the role the Parliament in support to EU integration process of Serbia. The initiative also includes bilateral visits of Serbian MP-s to EU member states so as to establish direct communication with respective Parliaments. Mrs. Nadia Cuk Skenderovic, Head of CoE Office in Belgrade presented to the audience the main topic of the training program: EU regional policy with comparative analysis and practice of regionalization process in SEE; Mrs. Snezana Djordjevic had the presentation on European standards of local self-government – from policy measures to compliance of the newly established system of local self-government in Serbia with these standards. Mr. Aleksandar Popov, Director of Center of regionalism Novi Sad presented the experience and good practice of regional city to city networking activities of the Association Philia linking cities and NGO-s in the Balkans. He also spoke about the advocacy work of the Center for regionalism for genuine decentralization and the necessary legislative preconditions for effective and responsive performances of local self-governments in Serbia.

City Hall, Apatin

On behalf of local government, Ms. Snezana Milesevic, Head of the Local Economic Development Office, greeted the participants (all together some 40 participants, representatives of local institutions and NGO-s) and emphasized the willingness of municipal leadership to improve their overall capacities in preparing projects within different EU funding opportunities. Experience in Apatin are particularly scarce and sporadic, while there are increasing number calls for proposals intended for local governments especially in border area with Hungary and Croatia. Considering the forthcoming adoption of the municipal Strategy of local sustainable development, it is necessary to have more knowledge and to establish more effective team approaches in order to prepare successful projects in different areas.

Members of LDA Subotica office were called to attend two days training seminary in advocacy. Seminary was organized by Institute for sustainable communities Serbia in October 26th and 27th, in Belgrade.

Institute for Sustainable Community and Production Group Network/Television Academy, organized one day “NGO Media Training“ with the aim to motivate representatives of NGO sector to participate trough concrete tasks and work with the famous people from press world in Serbia: Olja Bećković, Lila Radonjić and Maja Divac. And to get know with all technical equipment that has been used in real studio.
